STANDING RULES


The Southern Region of the Maryland B.A.S.S. Chapter State Federation, Inc. (MBF), being composed of affiliated chapters  (Clubs) of the Bass
Anglers Sportsmen Society of America, Inc. (B.A.S.S.) sets forth and adopts the following standing rules to provide for the orderly conduct of the
Southern Region Business.

ARTICLE I.  GEOGRAPHIC ORGANIZATION


SECTION A. Membership in the Southern Region
               
1. All active clubs of the MBF assigned to the Southern Region are considered to be active members upon:

a. Receipt of their charter from the MBF executive board.

b. Payment of the annual dues at the time of affiliation and subsequent dues payments each year by the regional  meeting in March.


2. Failure to participate as defined in “Article I, Section A, Part 1” above will result in action being taken under “Article III, Section 6a” of the MBF
Bylaws and/or the MBF “5-Step Plan”.


SECTION B. Eligibility to participate in Southern Region sponsored tournaments and activities.

All Southern Region members in good standing are eligible and encouraged to participate in all activities of the region.

ARTICLE II. SOUTHERN REGION OFFICERS


SECTION A. The Southern Region will elect the following officers:

1. Director

2. Assistant Director

3. Secretary

4. Treasurer

                                                                                     
SECTION B. Southern Region Committee Officials

The Director will appoint the chairman of any Southern Region committee or project. (ie: Award's Book, Conservation, MBF Tournament
Committee Rep, Membership, Regional Reporter, Regional Tournament Director, Youth, etc.)


SECTION C. Meetings

1. The Southern Region will meet monthly at a location determined by the membership.

2. Time and date

a. The monthly meeting is held at 7:00p.m. on the 4th Monday of each month.     

b. The December meeting will be adjusted in accordance with Christmas.

c. Regular meetings of the Southern Region may be cancelled or special meetings called at the discretion of 50% of  the voting members.

ARTICLE III.    REGIONAL OFFICERS


SECTION A.   Eligibility

Must be a member of an active affiliated Southern Region chapter (club) of the MBF.

1.  Director

a. Must have served at least one year as a chapter (club) representative, or
b. Must have served at least one year as an officer of a region.
c. Shall not be an MBF executive board officer during his  tenure of office.

2. Assistant Director

a. Must have served at least one year as a chapter representative, or
b. Must have actively participated in a major regional project, or
c. Must have otherwise demonstrated an active interest in the efforts of the Southern Region.
d. Shall not be an MBF executive board member during his  tenure of office.

3. Secretary

a. Must have served at least one year as a chapter representative, or
b. Must have actively participated in a major regional project, or
c. Must have otherwise demonstrated an active interest in the efforts of the Southern Region.

4. Treasurer

a. Must have served at least one year as a chapter representative, or
b. Must have actively participated in a major regionalproject, or
c. Must have otherwise demonstrated an active interest in the efforts of the Southern Region.


SECTION B. Term of Office

1. All officers will be installed at the January meeting of each odd year and will serve a two (2) year term or until such time as his successor has
been nominated and elected.

2. In the event of an office becoming vacant, nominations will be sought out and the election will be held as soon as possible to fill the
remaining term of office.


SECTION C. DUTIES

1. Director

a. See MBF Bylaws “Article IV, Section 5”.
b. Appoint chairman to all standing and special committees approved by the region.

2. Assistant Director

a. Preside over all regular and special meeting and activities of the Southern Region in the absence of the director.
b. Will represent the Southern Region, as a voting member, at all Executive Board and Special meetings when the Southern Region Director is
unable to attend.
c. Audit the books of the treasurer from the previous year by the next year’s January meeting.
d. Assume the office of director, should it be vacated, until a successor is elected and installed.
e. Will keep copies of all records.
f. Assist the director at his request.

3. Secretary

a. Record the minutes and club attendance at all Southern Region meetings and activities.
b. Distribute minutes to chapter representatives at all regular and special meetings.
c. Conduct correspondence as required or directed for all Southern Region matters, maintaining the Southern Region correspondence files.
d. Notify chapter representatives of meeting date and time.
e. Assist the director and assistant director at their request.

4. Treasurer

a. Maintain accurate financial records.
b. Receive and distribute funds upon approval of the region.
c. Present financial reports at all regular monthly meetings.
d. Assist the director and assistant director at their request.


SECTION D.   Removal From Office

1. Any officer may be removed from office at a regular or special meeting by a two-thirds vote of the regional representatives, provided said
officer and the entire  regional board have received, in writing, 25 days prior  notice.

2. In the case of the director, the region must abide by the MBF by-laws as outlined in “Article 5, Section 4”.


SECTION E.   Elections

1. Names of all eligible candidates must be placed in nomination at the regular October meeting of each even year
2. The regular election of officers will be held at the regular November meeting of each even year.
3. Elections will be by a simple majority vote of the eligible regional representatives.
4. Election of each officer will be held separately in the following order:  Director, Assistant Director, Secretary, Treasurer.
5. Election of officers will be by secret ballot.

ARTICLE IV.   REGIONAL TEAM TOURNAMENT


SECTION A. Timing

The Southern Region Regional Team Tournament is to be held in October.


SECTION B.   Tournament Officials

1. Tournament chairman to be appointed by the Director of the Southern Region as per “ARTICLE III, SECTION C, PART 1, SUB-PART b”. He/she is
to oversee the Tournament Committee and report to the Southern Region membership, through the representatives at the monthly meetings, of
the committee’s progress.

2.  Three other members of the Southern Region will be selected by the Tournament Chairman. Their duties are to help organize and run the
tournament and report directly to the Tournament Chairman as to their progress with their respective duties.

3. It will be the responsibility of the Tournament Chairman to present the Tournament Committee results at the Southern Region Meeting in April.
This will not be for discussion or  for vote, but in order to give plenty of notice and allow members to make  arrangements to participate.


4. At the discretion of the Tournament Committee other members may be asked to assist at the Tournament site, which would provide sufficient
help on hand as needed the day of the  tournament. These helpers will be selected by choosing clubs randomly from a pool of clubs until the
number of helpers  needed has been met.  Each club must supply a helper each day of the tournament.  The club will be assessed a $50 fine per
person, per day, if the helpers do not show up.  Clubs  that have supplied people previously will be exempt from the pool until all of the clubs
have been selected.


Section C. Proceeds

Profits from the Southern Region Team   Tournament will be deposited in the Southern Region Treasury.


Section D. Financial Report

The Tournament Chairman is responsible for a financial report to be presented at the November meeting of the Southern Region.

Article V.   Non-Budgeted Expenditures


Non-budgeted expenditures over $100.00 must be authorized by a simple majority of the representatives in advance of such expenditures.

Article VI.   Administration of the Standing Rules


SECTION A. Interpretation

Final authority for interpretation of the foregoing Standing Rules of the Southern Region shall rest with the Southern Region executive board and
the MBF executive board.


SECTION B. Amendments

1. Motions to change the foregoing standing rules can be presented for consideration at any regular monthly meeting of the Southern Region with
a two-thirds vote of the club representatives present necessary to implement any new standing rule.

2. Final authority for acceptance of these standing rules and/or changes or amendments rest solely with the Southern Region.
